It also set a zero tolerance policy against corruption in a recovery program proposal for the Crimean Tatars.
What is its business model?
People-Centered Economic Development (P-CED) operates internationally, leveraging development aid funding to be deployed as investment capital in microfinance-assisted projects to eliminate poverty. It is currently engaged in Ukraine in the area of rehabilitation of disabled orphans, having delivered a microeconomic 'Marshall Plan' to Ukraine's government in October 2006.
A P-CED business is a cause related business based on a model which prescribes at least 50% of profit invested in social and community purpose, with its constitution modified to reflect this as the primary objecitve.
P-CED UK invests surplus revenue from its software development business to fund advocacy and create strategy plans against poverty.
Its history
P-CED began in the US in 1996 with a whitepaper delivered to President Clinton. This proposed the 'profit for social purpose' business model as an alternative to charitable development aid. In 2004 P-CED UK was first formed as a guarantee company, but found seed funding impossible and reverted to a standard share capital based company in 2006, when the opportunity arose to migrate an existing software business to a social enterprise form.
Proof of concept for the P-CED model was delivered in the Tomsk Regional Initiative which sourced a microfinance bank assisting creation of 10,000 new businesses by 2004. P-CED then moved into Ukraine to act in support of the repatriatated Tatar community of Crimea.
The 'Marshall Plan' strategy for Ukraine was delivered in October 2006 and has since had several impacts, particularly in the area of childcare where recommendations to re-structure adoption allowances were adopoted and led to a 40% increase in domestic adoption.
